National Election Watch and Association for Democratic Reform, organisations working for electoral and political reforms, have written to the Chief minister in this regard. “This is our appeal to the Chief minister to provide clean politics and for that it is needed that MLAs, which have criminal antecedents should not be given place in committees of the House and ministries,” Kamal Tak, representative of Rajasthan Election Watch, said. On the basis of the affidavits submitted by the MLAs with nomination papers filed at the time of elections, Tak claimed that 36 out of total 199 newly elected MLAs had criminal cases against them, in addition to other 19 MLAs with serious criminal cases. The groups have also requested the CM to institutionalise annual asset declaration of all MLAs as a rule in the Assembly to ensure transparency in the governance. Indian Navy needs a wider berth
The new Chief of Naval Staff Admiral D. K. Joshi takes command at a time of extraordinary expansion for the Indian Navy. He has also gone on to say that the Indian Navy — the fifth largest in the world — is ready to protect the country’s economic interests in the South China Sea, particularly the oil blocks off the coast of Vietnam being explored by ONGC. The Indian Army and the Indian Air force are accustomed to fast growth, but the Navy, after a brief spurt in the mid-80s, suddenly came to a halt. It, however, appears to be back in full steam mode. However, the Navy’s place within strategic thinking in India, a country with a predominantly landlocked mindset, is uncertain. THE ROYAL NAVY LEGACYAccording to the Defence Ministry, the Navy has added as many as fifteen ships over the last three years. This includes a leased nuclear submarine from Russia, the Akulla II class. It will soon take delivery of the much-delayed Russian aircraft carrier retrofitted for Indian use, the INS Vikramaditya. Other ships include three “stealth” frigates of the Shivalik class, resupply tankers and fast attack boats. The plan is to add five more ships every year for the next five years. The Navy has received a major boost in its surveillance capability with the acquisition of the US-made P8i aircraft, armed with Harpoon missiles. These aircraft will replace an aging fleet of Tu142 and IL38 aircraft of the 80s. The aircraft carrier group and the nuclear submarine are capabilities, that could, over time, restore Indian maritime primacy in the Indian Ocean waters. The imperial Navy that India inherited from the British controlled seas from Aden to Singapore. That sea control included an outreach capability over the three critical “chokepoints”— Bandar Abbas in the Persian Gulf, the straits south of Sri Lanka and the Malacca straits in the Singapore littoral. MORE BASESBesides these impressive strides in hardware, the Indian Navy has also developed two critical bases, at an estimated cost of $3 billion. On the Western Seaboard, the INS Dweeprakshak on the Lakshadweep Island will handle surveillance and base larger war ships. With this base, India has will acquire a robust sea control capability. On the Eastern Sea Board similarly, India has opened a new base, the naval air station, Baaz. This base will be under the tri-command in the Campbell bay, Andaman and Nicobar Islands. Significantly, it is nearer to the Malacca strait than to India. The two bases are complemented by India’s longest runway at the INS Rajali in Tamil Nadu that will base the P81 spy aircraft. The Navy has also gone digital with all ships in the process of being linked to a command and control apparatus. STRATEGIC CENTRESTAGEWith its ability to remain underwater without refuelling for long periods, the nuclear submarine is the ‘Alpha’ asset. It is virtually impossible to detect and can have several nuclear weapons aboard depending on the configuration. What is more, the nuclear submarine can be far, really far, out at sea. The Navy is unique in its ability to project power beyond the constraints of national boundaries. After twelve nautical miles, the world is your oyster. Neither the Army nor the Air Force enjoy a similar advantage. For India, the submarine combined with the aircraft carrier battle group provides a critical edge. It is a pity that the Indian mindset is landlocked. The strategic planners need a complete reorientation from brown and white lands of Rajasthan and the Himalayas to the endless oceans. The Navy, to be truly a strategic force, will require two critical changes in India’s way of war. First, India will have to move away from prioritising the million-plus army and allocate bandwidth and funds for the Navy in strategy. TIME OVERRUNSSecond, the Defence Ministry and the Navy with the myriad defence public sector undertakings that they control, need to get their act together. Although Indian-made warships cost a quarter of similar class ships in the West and Japan, the time overruns are very high. The Navy has a staggering delayed delivery schedule. This constrains the force with only about six submarines at any given point at sea. The Indian Navy needs robust oversight and a bold decision — allowing private players in warship building. Some of this is already happening. The hull of Arihant, India’s own nuclear submarine due for sea trials this year, was built by L&T, a private firm. Such participation can accelerate if India allows majority investment by foreign players in shipbuilding and taps the potential of defence offsets. Partnership is the way forward. India’s state-owned shipyards are in a growth dilemma — choked with orders they cannot fulfil for lack of technology and funds. The ocean is too large to be anybody’s playground. Technology, with cruise missiles and potential anti-aircraft carrier missile defence, has shrunk geography. India shares with democratic countries the maritime advantage — all of them have robust navies. Working with the democracies of the US, Japan, Indonesia, Singapore and Australia will be to its advantage. This will need diplomatic innovation and a strategic re-jig. Without it, floating assets, even hefty ones, will count for little. Lastly, the Defence Ministry will need to control leaks on its mother ship. With a nuclear submarine, potentially armed with nuclear weapons out at sea, another such leak could lead to an unthinkable catastrophe. Securing ships is the vital challenge for the Indian Navy in the years ahead. Sorce: Astrashtra
Will It be a 42 vs. 62 Battle in 2014?
By Aryani Banerjee, The other day BJP and Congress were scuffling over dynasty politics. This is nothing more than the trailer. Now, the Rahul Gandhi versus Narendra Modi battle is the big screen fight India is looking forward to… the Prime Ministerial elections. The Congress Chintan Shivir in Jaipur turned the entire nation pinker with the name of its most adored Vice President. Congress belief has engraved its trust in his name and Rahul Gandhi is the name for 2014 elections. No, it’s not exactly the young vs. old fight, rather, it is the fight of two ethics that took turns in reigning India’s throne. Looking back to the Gujarat elections, a west wind blew very strong in the Kutch, and towards the evening it gusted away to kiss the horizon, leaving back an orange lotus flag flying triumphantly high on the shore. The name of that wind was Modi… Narendra Modi. He strolled like a monarch on the corridor of his party office amidst loud cheer and flower shower! He had scored an absolute majority for the BJP, henceforth hitting a hat-trick victory for the name Gujarat loved, and the mirror admired everyday! The wind twisted around the fate of the opposition Congress and bulldozed it till it crumbled. A decisive win in Gujarat for a third time in a row with the party securing a massive win, clinching 117 seats for the 182-member assembly, BJP has not been able to outdo its tally in 2007. Arch rival Congress, out of power in the state for the last 22 years, won 61 seats while others bagged four, including one by Gujarat Parivartan Party (GPP) of former Chief Minister Keshubhai Patel. It was a bolt from the blue for Congress when its state unit Chief Arjun Modhwadia lost the Porbandar seat to Babu Bokhiria of BJP by 17,146 votes, while Leader of Opposition Shaktisinh Gohil was defeated by Minister of State for fisheries Purushottam Solanki of the saffron party by 18,554 votes in Bhavnagar rural constituency. Coming back to the second battle, Modi has strong grassroots party support, and is certainly first among equals in the party, but unlike the Congress, the BJP is not a single-power-centre party. Every BJP Chief Minister is a power centre, and the party is India’s most federated organisation. Plus, there is parental interference from the RSS. Modi will have more challenges before the anointment than Rahul. In the Chintan Shivir, Sonia Gandhi had urged the young politicians to be more austere. She knows it’s the youth of a country who can be urged to change the nation for the better. So, does Modi lose luck cards here? It’s not about Rahul being called the country’s most eligible bachelor at 42 and Modi the controversial bachelor still at 62! The thing is, Rahul Gandhi despite being 42 has a feudal mindset and Modi being 62, has a record of encouraging the youth of his state about what change they want. So, in the Mahabharata of 2014, it will be a battle of mindsets, of ethics, of two political leaders who will bull-fight it out at the arena… The question remains… as to… who’s the bull and who’s the matador? Massive power outage hits 370 mln people in India
The worst blackout to hit India in more than a decade left 370 million people in seven northern states without power for more than eight hours on Monday. Thousands of passengers are waiting for the trains to resume service in the Indian capital New Delhi after the worst blackout in more than a decade hit India and affected more than 370 million people on July 30, 2012. [Photo: Beijing Times] The capital, Delhi, as well as the states of Punjab, Haryana, Uttar Pradesh, Himachal Pradesh, Rajasthan and Jammu and Kashmir were all affected. Hundreds of overnight trains were stopped in their tracks after power to northern railway lines was cut, and Delhi's metro system was badly hit. Water supplies in the capital, always patchy, were worse than usual, as was road congestion after most traffic lights failed. Around 11am local time, India's minister for power and energy, Sushil Kumar Shinde, claimed 60% of power had been restored to the northern grid. He then prompted widespread incredulity by claiming that India had one of the best power grids in the world and boasting that when the US faced a similar failure in 2008, it took power from India. This time, it was neighbouring Bhutan which came to India's rescue, as Delhi's metro drew on hydroelectric power from the country. Services on all six metro lines resumed by 8.45am after almost three hours of disruption. Shinde said the power cut was caused by some states taking more than their fair share of electricity. "The reason for the outage was due to some states taking more power than they ought to have, which causes the frequency rate of the grid to go up. The offending states will be severely penalised," he told a press conference in Delhi. A three-member committee would be formed to investigate what had caused the entire northern grid to fail, he added. India is the world's fifth-largest electricity producer after the US, China, Japan and Russia, but its per capita consumption is among the world's lowest. In 2009, Indians used 571 kWh per capita, compared with the US, which consumed 12,914 kWh per head. Indian politicians are forever coming up with new electricity-saving wheezes. The state of Punjab has just banned air conditioning units in all government offices and from 1 August will cut office hours to 8am to 2pm with no lunch. There was outrage in June when the chief minister of Uttar Pradesh, India's most populous state, decreed that all malls were to shut at 7pm in a bid to save power. India's power supply is so insecure that even a stray pet can plunge millions into darkness. On Saturday, a cat leapt into a Delhi grid station and was electrocuted, causing a fire that left parts of east Delhi without power for 24 hours. Source: China.org.cn
